WHAT YOU WILL DO This person in this position will serves as OHCS authority and technical expert for the Publicly Supported Housing Contract Preservation (PuSH-CP) Program, a state program enacted by the 2017 state legislature. Responsibilities include planning, directing and managing the collective portfolios for OHCS, USDA Rural Development (RD), and HUD project-based rental assistance (Oregon’s “PuSH Portfolio”) and deliverables by initiating policy and on-going policy changes to meet dynamic needs in alignment with OHCS’ Statewide Housing Plan goals and objectives; responding to legislative mandates; insuring compliance between state and federal expiration and preservation requirements intended to mitigate risk of loss of affordable housing to low and very low income Oregonians; writing program guidelines, policies, administrative rules and procedures, as needed; reviewing changes to PuSH-CP Oregon Revised Statutes (ORS) and updating PuSH-CP Oregon Administrative Rules (OARs) accordingly. This includes PuSH-CP Program oversight, including any Designee appointments, Requests for Proposals (RFP), updates of written materials used to describe the purpose of the PuSH-CP Program, including PuSH-CP “fact sheets”, OHCS’ PuSH-CP website page, PuSH-CP Owner Notice forms, Owner Non-Compliance Notices, PuSH-CP Designee process) and other PuSH materials on an as needed basis. Maintains and updates statistical data for the PuSH-CP Portfolio as project-specific changes occur in alignment with multiple OHCS databases related to program expiration monitoring
The ability to preserve existing affordable housing stock in Oregon is very important to Oregon’s affordable housing community. PuSH-CP intersects with other federal and state affordable housing programs. The PuSH-CP Program Manager will collaborate with other internal staff and program managers, as well as external stakeholders, public and private lenders, federal and state governmental units, community organizations, and additional preservation-directed entities to develop creative solutions to program feasibility, with careful consideration to conflicting laws and regulations MINIMUM QUALIFICATIONS A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program

The section monitors the financial viability, physical condition, management, and tenant eligibility of the funded projects and compliance with the state and federal rules and regulations associated with the funding sources, which is in excess of $1.4 billion of assets with over 1,500 properties.
