Summary:
JOB SUMMARY: The Analytics Grants Specialist operates as a member of the Alaska Native Tribal Health Consortium (ANTHC) Analytics Engagement Team and has a passion for data, project management, and grants. Under general direction, the Analytics Grants Specialist is responsible for project management of grants with analytics components, pursuing additional funding for analytics products, and communicating successes. This position includes developing and maintaining effective Grant management procedures within Data & Analytics. Fosters a supportive partnership with partners, data consumers, and members of ANTHC’s Data & Analytics Team. Ensures grant deliverables are met and reporting requirements related to Grants are submitted in a timely manner.

Responsibilities:

Works across ANTHC and our partners to advance strategic analytics grant initiatives including development of project management charters, timelines, and milestones for analytic grant activities where the Data & Analytics Team is the direct grant recipient or written in as a grant partner.

M onitoring of grant budgets and compact funds.

D evelopment of standards and procedures specific to analytic grant projects in line with the organizational Grants team and Project Management Office.

W ork with Analytics Engagement Specialists assigned to grant projects on daily basis and assists with grant project deliverables management and project scoping. Provides grant leadership while working with multi-disciplinary teams across all phases of the grant lifecycle. Adheres to and champion compliance with ANTHC data security policies and protocols.

W ork related to:

A NTHC data and analytics grant activities and management to include pursuing and cultivating funding opportunities, drafting grant applications, ensuring grants have achievable analytics components with internal and external partners, track grant work plan to ensure work is being completed.

M anages grant budgets, communicates with funders, and generates updates and reports for funding agencies.

P rovides project leadership and support for complex analytics efforts within large-scale grant opportunities.

E nsures the successful deployment and adoption of analytics tools and products to support grant requirements and deliverables.

W orks with other divisions and/or departments to ensure that grant requirements are clearly defined and understood by process owners.

B uilds and implements standard procedures for grant management in the Data & Analytics Department.

E nsures Data & Analytics staff has support as needed during external single audit, individual agency audits, and grant program reviews.

A nalyzes business needs and communicating user requirements and use cases accurately.

U nderstanding Tribal Health System and Tribal Health Organization needs and helping to align our services to meet needs, implement culturally responsive care, and respect for self-determination.

P erforms other duties as assigned.

K nowledge of MS Windows and MS Office Tools, including advanced MS Excel, Word, Visio PowerPoint, Access, and Outlook.

K nowledge of Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2.

K nowledge of standard regulations and principles of grant programs.

K nowledge of 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

K nowledge of standard budgeting and budget analysis.

K nowledge of gathering and documenting business requirements and translating into data and analytics tools and solutions.

K nowledge of leading a project from the conceptual stage through business requirements gathering to development, validation, launch, and maintenance.

K nowledge of Alaska Native cultures, Alaska Tribal Health System, and culturally responsive care.

K nowledge of grant application and administrative processes.

S kill in data analysis methods; knowledge of various analysis, reporting, visualization tools, basic data modeling, and data management.

S kill in maintaining confidential information.

S kill in written and verbal communication, presentation, and meeting facilitation.

S kill in establishing and maintaining effective work relationships with internal and external entities.

S kill in assessing and prioritizing multiple tasks, projects, and demands.

S kill in drafting, proofreading, and editing documents for publication.

M INIMUM EDUCATION QUALIFICATION

A Bachelor’s Degree in Computer Science, Mathematics, Information Technology, Statistics, Analytics, Data Science, Public Health, Public Administration, or related field.

M INIMUM EXPERIENCE QUALIFICATION

N on-supervisory – Five (5) years professional work related to business process redesign, systems change, project management, needs assessment, and/or data analysis with two (2) of those working directly with end users in a healthcare environment to improve data quality, project management, increase data consumer confidence, and/or implement data management standards, and one (1) in grant management.

M INIMUM CERTIFICATION QUALIFICATION

P REFERRED EDUCATION QUALIFICATION

M aster’s degree in Computer Science, Mathematics, Information Technology, Statistics, Analytics, Data Science, Public Health, Public Administration, Project Management or healthcare-related field.

P REFERRED EXPERIENCE QUALIFICATION

P rogram management experience.

E xperience in the Alaska Native Tribal Health System.

E xperience with Project/Software Management Techniques (Agile, Scrum, Kanban) and Quality Improvement (ITIL, Lean, etc.).

E xperience with Cerner data mining and reporting technologies: Cerner Discern Analytics (DA) 2.0, Cerner DA2 Query and Report Builder, Cerner DA2 MetaData Builder, Cerner Command Language (CCL), and Business Objects.
