Location: Washington, DC. This position is in-person and is based in Washington, D.C. and employees must be based in or near Washington, D.C. for the tenure of their employment.

Minimum Salary: $72,000 annually. Salary scales are determined by a Collective Bargaining Agreement. PartnersGlobal offers a competitive salary and benefits package.

This position is covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

POSITION OVERVIEW

Reporting to the Senior Director of Finance, the Senior Finance Associate is a widely experienced finance team member who works with intermittent supervision in areas of financial management of programs, audits, and accounting, that includes direct relationships with stakeholders like subcontractors, vendors, etc. Working closely with the Senior Director of Finance, the position will carry out designated steps to resolve problems and deviations, supporting the financial aspects of multiple programs, in accordance with instructions, policies, and accepted practice, for which the Senior Director of Finance will retain oversight for compliance.

DUTIES AND RESPONSIBILITIES

In coordination with the Senior Director of Finance, the Senior Finance Associate's responsibilities include but are not limited to:

Accounting

  • Review the financial information of the company and other reports to verify the accuracy and provide feedback to the Senior Director of Finance (DCFO) and Managing Director for Programs about the financial status of the company and programs.
  • Assist in designing the appropriate codification for financial transactions.
  • Coordinate the reconciliation of the outstanding accounts and provide reports to the management.
  • Oversee timesheets and payroll to monitor the appropriate labor distribution (i.e. billability) and escalate issues to DCFO for resolution.
  • Prepare financial reports to monitor the accuracy of accounts receivable, accounts payables, accruals, deferred revenue, and prepaid expenses.
  • Coordinate program closeout from the finance standpoint to mitigate financial risk to the program and/or the company and escalate issues to the supervisor for resolution.

Reporting

  • Coordinate preparation of periodic budget monitoring and provide support on the oversight of the financial status of the company and programs.
  • Coordinate with the Programs and operation teams the tracking of all assigned project and administrative budgets.
  • Assist the Senior Director of Finance with preparation of quarterly and annual financial reports to management and the Board.
  • Conduct field visits to sub-contractor offices to assess the financial management of the projects and to train staff as needed.
  • Provide standard and ad hoc reports in user-friendly formats.

Financial Administrative Support

  • Assist the Senior Director of Finance ensuring that all financial and administrative services are being performed efficiently and in line with the needs of the organization.
  • In consultation with the Senior Director of Finance, provide procedural and technical coaching to staff within the areas of finance and budget management.
  • Assist with the design of internal controls to be applied to all payments and collections to minimize operational risks for the company.
  • Evaluate financial systems and reports following PartnersGlobal's standard accounting practices.

Financial Reporting and Audit

  • Coordinate year-end financial reporting by providing administrative support to the Senior Director of Finance in preparing financial statements, updating assets and liabilities at the end of the reporting period, etc.
  • Under direct supervision of the DCFO, prepare internal and external annual tax processes.
  • Coordinate internal and external annual audit processes, which may include data gathering, fulfilling document requests, participating in preliminary scheduling conversations, etc.

Knowledge Sharing

  • Facilitate training for operations/ projects staff on finance/accounting capacity building. Under the direct supervision of the supervisor, can contribute to the design of the training.
  • Participate as a collaborating member of program team meetings and annual work planning to understand planned activities and ensure that they are accurately reflected in financial planning.

Business Development Support

  • In coordination with the program teams, design and provide budget templates for business development, review proposal budgets for accuracy and formula errors, create reports for tracking budgets, and to provide training and oversight on budgets.
  • Coordinate with the proposal team on strategic issues involving proposal budgets, and with the support of the Senior Director of Finance ensure that proposal teams are educated on financial requirements for proposals.

Other Responsibilities

  • Provide other financial analysis as directed by the Senior Director of Finance.

QUALIFICATIONS

Experience

  • 2-4 years of experience in full cycle accounting working in peacebuilding and international development, nonprofits, and/or general administration.
  • Experience working in a Finance and Accounting role at a USG-funded NGO preferred.
  • Accounting skills and experience in general ledger, journal entries, payroll, cash/bank management.
  • Experience in managing enterprise resource planning software.
  • High-level proficiency in Excel.

  • Ability to analyze, organize, problem-solve, manage, and prioritize work.
  • Demonstrated knowledge and competency in 2 CFR 200 Cost Principles and GAAP.
  • High level of interpersonal skills and cultural sensitivity to effectively interact with U.S. and foreign national staff and civil society, government, and the private sector actors; and
  • Proven team player with the skills and ability to form positive relations with colleagues.

Education and Language

  • Undergraduate degree in accounting, finance, or related area or 2-4 years of related experience.
  • Full professional fluency in written and spoken English.
