Vice President of Information Technology and Chief Information Officer (CES CIO)

Job Summary

The Information Technology Vice President, Chief Information Officer (CIO), and Church Education System (CES) CIO is responsible for providing strategic vision and leadership for information technology at BYU and collaborating strategically with all CES institutions. In this role, the VP/CIO enhances the mission and aims of BYU, with special focus on the complete student experience. The VP/CIO serves as a member of the President's Council, overseeing and influencing the highest-level IT decisions, and collaborating with university leadership at BYU and across CES.

The VP/CIO is ultimately responsible for the user experience of all IT consumers while mitigating technology-related risks to the CES institutions. She/He executes plans to successfully secure, maintain, and improve university technology at BYU and across CES. This individual directs the development and implementation of effective IT strategies, principles, and solutions that support the academic and business needs of the universities within CES, building consensus across a multi-stakeholder IT environment and focusing on the growth and development of students and employees. She/He oversees the IT planning efforts for CES, including development of requests for proposals, budget oversight, and the evaluation and selection of proven, reliable, cost-effective technologies.

The key to success in this role will be earning the trust of colleagues and nurturing important working relationships with technology and university leadership and IT consumers. The VP/CIO leads interdisciplinary teams of university CIOs, assistant VPs, managing directors, and other contributors within a variety of technology organizations. The incumbent will foster a cohesive and collaborative culture that respects sacred resources and the contributions of executives, faculty, administration, staff, and students. This individual will have demonstrated strong relationship-building skills, strategic thinking, and a commitment to growing and developing leadership and staff within the organization.

Essential Functions:

  • Sets and implements the strategic vision for technology services across CES in support of the missions of the Church and the CES institutions.
  • Advises and councils with the Commissioner of the Church Educational System, university presidents, and other senior leaders on strategic IT matters.
  • Advises and councils with the BYU President and fellow members of the President's Council regarding technology and other university topics. Provides the President with information regarding technology directions of the universities¿ sponsoring organization and their impact.
  • Oversees the Office of Information Technology (OIT) and the Office of Research Computing.
  • Responsible for the privacy, integrity, and security of individual and university data and information produced, consumed, and used. Ensures compliance with and governance over local and global regulatory information security and privacy laws, policies, and practices.
  • Accountable for the technology decisions, policies, and budgets of BYU (collaborating with all CES institutions).
  • Directs and governs the comprehensive technology investments of the CES institutions, including infrastructure, development, software, licensing, etc.
  • Oversees the processes associated with the technology planning and resource acquisition for all technology services and equipment across the institutions.


Qualifications:

Minimum Required:

  • Bachelor's degree and 20 years of experience, including considerable university experience, during which there is a minimum of 10 years of supervisory experience.


Preferred:

  • Master's degree
  • Experience in executive-level management of technology organizations


Skills, Abilities, Knowledge:

  • Demonstrated experience successfully developing and directing information technology strategies for large organizations and functions.
  • Demonstrated experience with managing fiscal resources for an IT organization.
  • Demonstrated business acumen to develop and manage effective professional relationships with staff, business partners, stakeholders, and senior executives across an enterprise.
  • A track record of establishing organizational commitment to quality and customer-oriented service.
  • Expert knowledge of program and project management methodologies and tools.
  • Demonstrated experience in leading large teams, overseeing managers, and fostering growth and development of a diverse staff.
  • Demonstrated success in applying emerging technologies and innovations to improve the ability to deliver products and/or services more effectively.
  • Strong verbal and written communication skills to work effectively with technical and non-technical personnel at various levels in the organization.
  • Broad knowledge of the latest and evolving developments in advanced technologies and information systems.
  • Broad knowledge of enterprise and other application systems design and development processes, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation, and operational management.
