Under direction, this class is managerial in nature and accountable for senior manager level functions, duties and responsibilities and part of a city department’s executive level staff. The position manages a major program or has direct responsibility for an operational or administrative work section within a department’s organization; and performs related duties as required.

Essential Duties

  • Lead and manage the apprenticeship, internship and the City’s Employee Performance Management Programs (EPMP) by effective planning, development, promotion, and delivery of high-quality programs, that meet the City’s needs and requirements, motivates, and engages apprentices to achieve and progress beyond their expectation.
  • Research industry, organization and government partnerships and best practices for Internships/Apprenticeships opportunities that align with the City’s need within the specific departments.Work with the City’s Human Resource Liaisons, the DHR Training staff and managers on Citywide efforts to lead, maintain and improve the overall process for the EPMP annual process.
  • Collect data from participants, Department staff and agencies to assess the effectiveness of the program and related external partnerships.Coordinate with Department management staff to build and maintain strong relationships with industry partners, companies, state, federal and municipal governments, and other organizations to develop a robust network of candidates.
  • Collaborate with various City Department staff, to ensure the program and its associated learning outcomes are aligned with the successful placement and development of interns.
  • Ensure compliance with Collective Bargaining Agreements (CBAs), City ordinances, laws, and regulations, safeguarding of assets, compliance with City of Chicago personnel rules, policies and procedures, reliability of internal and external reporting and effectiveness of program operations.
  • Responsible for managing the apprenticeship/internship team, ensuring that apprentices, interns, and candidates receive exceptional support throughout their experience with the program.Work with other City Departments that have already participated in apprenticeship/internship programs to collaborate with them and others as needed.
  • Leads and directs management level staff in developing new or revising existing programs operations designed to improve or expand departmental services.
  • Coordinates and directs the work efforts towards researching new technologies, reviewing performance against goals and objectives, and evaluating programs for deficiencies and accomplishments.
  • Coordinates work efforts with management with operating procedures and work processes designed to improve the administration of programs, increase operational efficiencies and accomplishments.
  • Manages functions including budget preparations and grant funding applicable to related programs.

Days: Monday - Friday

Hours: 8:30 AM – 4:30 PM

Salary: $118,128.00

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a bachelor’s degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience.

Selection Requirements

This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference Will Be Given To Candidates Possessing The Following

  • Degree in Human Resources, workforce development or other directly related field.
  • Excellent research skills, strong networking skills.
  • Knowledge of internship / apprenticeship programs.
  • Program planning, development and implementation methods and procedures.
  • Project management practices.
  • Applicable computer software packages and applications.
  • Principles and practices of program analysis, monitoring, and evaluation.
  • Data analysis and report preparation and writing.
  • Research methods, analysis, and techniques.
  • Knowledge of applicable City and Department policies, procedures, rules, and regulations.
  • Excellent communication skills (written & verbal).
  • Supervisory experience.
