Duties

  • Managing a multi-billion dollar central procurement and supply chain for commodities needed to provide prevention, care and treatment services to persons living with HIV and other global health programs.
  • Providing technical support and leadership to the field and partner countries to strengthen their ability to forecast, procure, store, distribute and account for quality health products needed to address the HIV epidemic.
  • Enhancing and coordinating effective working relationships across sectorial and organizational lines, including with GHSD, CDC, and other USG agency supply chain technical leads.
  • Maintains current information on the status of all operations and maintenance funds to identify actual or potential problem areas, trends, and deficiency situations, or similar factors that could impact the effective management of these funds

  • Must be able to obtain and maintain a Secret clearance.

Qualifications

Specialized Experience:

GS-14: : YOU MUST have one year of specialized experience equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position are: a) leading a team responsible for developing, managing and monitoring a global health commodity supply chain; b) providing intellectual leadership and focus to initiate dialogue on developing, managing and monitoring a global health commodity supply chain.

GS-13: YOU MUST have one year of specialized experience equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position are: a) managing a global supply chain program or project at a county or district level; b) analyzing global health commodity supply chain health statistics, program and financial data reports and providing technical recommendations.

GS-12: YOU MUST have one year of specialized experience equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position are: a) participating in assessments of performance and impact of a global supply chain program; b) participating as a team member in designing global health commodity supply chain program policies, strategies and programs.

SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: Do you have demonstrated technical-level expertise in developing, managing and monitoring a global health commodity supply chain in low-to-middle income countries? NOTE: Experience must be documented in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
