DEPARTMENT SUMMARY: St. Charles Health System’s Information Technology (IT) department provides design, development, security, and support to a broad spectrum of computer hardware and software components, all working together for the benefit of departments throughout the St. Charles Health System. We partner with our customers to best leverage various technologies to achieve the best patient outcomes possible by implementing new hardware and software solutions, upgrading existing environments, protecting the data we store, and integrating different solutions to achieve a seamless experience.

POSITION OVERVIEW: The IT Director of System Delivery is responsible for working across all St. Charles Health System, Inc. sites and partners, to develop and implement IT capabilities that support the objectives of the organization. This position is responsible for working with St. Charles Health System leaders to align technology acquisitions and enhancements with business objectives and strategies. The director is responsible for operational support using industry best practices and helps lead the operational use of governance that delivers value to St. Charles Health System. This position is responsible for application portfolio, risk, and service management and may be called upon to act on behalf of the Chief Information Digital Officer during their absences. This position directly manages caregivers in the Information Technology department.

Strategic Leadership

ESSENTIAL FUNCTIONS AND DUTIES:

  • Provide visionary leadership and strategic direction for technology initiatives, aligning them with the organization’s overall goals and mission.
  • Develop and facilitate effective IT planning and Governance. Work with St. Charles Health System’s leaders to develop long term IT strategies, plans, and roadmaps.
  • Seek opportunities to promote IT awareness and education across the organization to ensure IT initiatives are widely used and broadly accepted.
  • Manage relationships (internal and external) through the following critical responsibilities - Internal Maintain visibility throughout the organization; promote two-way communication and be accessible to all leadership personnel. Establish service level agreements with areas of accountability in order to understand and manage expectations of the customer community.

System Delivery Oversight

  • Contribute to St. Charles Health System’s system delivery, service desk, end user services and training and experience development work; engage and educate shareholders in this process.
  • Facilitate the resolution of application specific end-user questions and issues (i.e. Help Desk calls, internal user group meetings, customer satisfaction surveys, etc.). Maintain and manage all application software and service contracts.
  • Engage the use of business analysts and project managers for appropriate development, planning and execution of technology implementations, upgrades, and enhancements. Ensure process redesign activities are coordinated between the participants. Provide IT sponsorship of new projects, upgrades, and optimization initiatives.
  • Oversee the educational program for all major software applications. Oversee all integration / interface development projects enabling applications to share data; as well as ensuring support and maintenance for those interfaces or integration points.
  • Establish a mechanism by which regional IT projects are surveyed to determine customer satisfaction.
  • Keep abreast of new developments and trends in healthcare information technology to make recommendations to leadership. Actively research improvement opportunities.

System Delivery Change Management

  • Involve appropriate individuals and groups when planning for and implementing IT-related projects or IT-related process changes. Actively participate in decision-making with CIDO and IT Directors, to change or modify policies, systems, resource allocations, etc. to remove barriers and meet customer needs.

Vendor Management

  • Oversee the vendor selection process, contract negotiation, and vendor management.
  • Research technology software vendors that would add value to executives and stakeholders.
  • Develop relationships with regional partners, hospitals and other organizations engaged in providing IT services to St. Charles Health System.
  • Develop and maintain business relationships with key application and service vendors; review and renegotiate agreements as needed to ensure responsive and cost-effective software support.
  • Provide oversight and leadership to contracted IT professionals, as required, for large-scale projects.

Project Management

  • Develop work plans defining tasks, target dates, level of efforts, resources required, skills required, etc.
  • Manage and lead multiple interrelated projects concurrently as well as manage daily applications’ operations.
  • Work with CIDO, and IT Directors to establish performance expectations and measurements for individuals assigned to projects and ongoing system performance.
  • Track, review, and communicate status of projects related to systems. Regularly communicate progress, issues and results of projects related to systems to CIDO, IT Directors, leaders, and shareholders. Work with CIDO to manage and monitor the expectations of impacted personnel regarding applications and technology related projects.

Budget Management

  • Collaborate with leadership to develop and manage the technology budget, optimizing resource allocation while ensuring financial sustainability.

Governance, Risk Management And Compliance

  • Maintain a high level of awareness and recognition of situations that are possible risk issues and work diligently to mitigate or eliminate risks whenever possible.
  • Work with CIDO to develop common procedures, standards and ensure compliance with corporate standards and IT methodologies used for technology selection, implementation, upgrades, service pack releases, support, and maintenance, etc. Assist leaders and key stakeholders in the selection of new applications, acquisition, and implementation planning, using industry best practices.
  • Perform management of legal contracts, renewals for certificates of insurance, authorization of invoices, budgeting and requisitioning and acquisition of needed supplies and services.
  • Monitor and ensure all direct reports are current with compliance and safety requirements. Implement and manage all organizational safety directives and goals.

Team Leadership And Development

  • Recruit, hire, coach, and develop a high-performing team of technology professionals, fostering a culture of innovation, collaboration, and continuous learning. Consistently monitor performance and assess competency of the team members.
  • Focus on recruiting and retention initiatives. Define the skills needed for the areas of accountabilities, direct reports, and teams.
  • Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Lean principles, concepts, and tools.

EDUCATION

Required: Bachelors degree in related field or ability to obtain Bachelors degree within 36 months of hire.

Preferred: Masters degree in related field.

LICENSURE/CERTIFICATION/REGISTRATION

Required: Certification in related discipline within Information Technology.

Preferred: Project Management Professional (PMP) certification.

Experience

Required: Seven (7) years previous Information Technology leadership experience is required. Minimum two (2) years of leadership experience. Familiarity with IT industry best practices is required.

Preferred: Seven (7) or more years of related experience in the healthcare industry.

PERSONAL PROTECTIVE EQUIPMENT

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

Additional Position Information

Work schedule requirements may include periodic 7-day shifts as part of the escalation path for serious software application problems. These are shifts up to seven days a week, 24 hours a day, which typically start and end on a Monday. During these shifts the caregiver will be “on call” when not working and may be required to report to their workplace within defined response time requirements.
