Asset Risk Manager - Wastewater
Section 1 – Position Summary
This position is responsible for developing, implementing, and maintaining all elements of the asset management framework in pursuit of proactive and holistic life cycle asset management for the purpose of achieving desired levels of service at acceptable levels of risk for the wastewater division. Approaches shall be based on sound risk management principles.
Section 2 – Major Responsibilities
This position requires moderate physical exertion. General physical mobility is required. May be subjected to working conditions that include exposure to weather. May also be subject to conditions that require personal protective clothing/equipment. Tools or equipment used include vehicles, computer, calculator, safety equipment, GPS unit, and phone.

Asset Risk Manager - Wastewater
Section 1 – Position Summary
This position is responsible for developing, implementing, and maintaining all elements of the asset management framework in pursuit of proactive and holistic life cycle asset management for the purpose of achieving desired levels of service at acceptable levels of risk for the wastewater division. Approaches shall be based on sound risk management principles.
Section 2 – Major Responsibilities
- Provide leadership and support in development and execution of an Asset Management program in collaboration with staff from various departments including Water, Wastewater, Maintenance, IT, Engineering and Planning.
- Serve as project lead for assigned projects.
- Act as a liaison between departments to ensure a consistent asset management approach across NTMWD.
- Engage in the development of policies, frameworks and methodologies to ensure a team based approach that engages people to prevent, identify and mitigate operational risks to maintain an identified level of service.
- Work with others to evaluate infrastructure condition, reliability (including failure rate analysis) and criticality systematically to quantify operational risks. Identify and prioritize risk mitigation strategies using business case evaluations, and work with others to implement selected strategies.
- Create and participate in forums for sharing of best practices between facilities, departments, and other utilities.
- Serve as asset management coach and change agent within the wastewater division to ensure asset management principles and practices are fully implemented.
- Work closely with departmental managers to ensure capital budget requests are made with supporting justification in pursuit of asset management goals.
- Keep abreast of emerging trends and best practices within the asset management community of practice/knowledge and apply them appropriately within the wastewater division.
- Generate monthly operational and regulatory reports.
- Carry out other duties as requested commensurate with skills, competence, and training.
- Knowledge and experience with asset management principles and computerized maintenance management systems.
- Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, project management, computerized maintenance management software.
- Understanding of water and/or wastewater principles and processes.
- Systematic decision making skills balancing technology, data, and field experience to make decisions.
- Action oriented, supportive and positive leader that motivates and listens to others, is flexible, and adapts to the needs of the team to maintain effective working relationships with others to solve problems.
- Can communicate clearly, make verbal presentations, and provide honest, tactful feedback.
- Knowledge of holistic life cycle asset management approaches including project planning, design, procurement, commissioning, preventative maintenance, predictive maintenance, and decommissioning.
- Bachelor of Science degree in engineering preferred with ten years of progressive experience or twenty years with extensive maintenance management experience.
- Three years’ experience in asset or maintenance management.
- Prefer experience with water and wastewater treatment facility asset management.
- Ability to foster and maintain positive and productive relationships with external stakeholders.
- Experience with budget preparation and management.
- Experience with reading and interpreting technical documents.
- Proficiency in the use of Microsoft Word, Excel, and other Office programs.
- Requires a valid Texas Driver’s License.
