Job Description Summary
The Workforce Director is responsible for overseeing and managing
multi-dimensional Federal and State employment and training programs in Weld
County, encompassing the Greeley Campus and Fort Lupton locations. This role
serves as an active liaison between the Department of Human Services and
economic development organizations, community-based organizations,
regional businesses, educational institutions, and other key stakeholders
fostering positive and open communication through effective public relations.
The Workforce Director ensures compliance with federal, state, and county
regulations through both direct and indirect management. Additionally, this
position provides comprehensive administrative oversight, supervision, and
leadership to employees across all locations, ensuring the successful
delivery of employment services and training programs.

Job Description
Supervision (40%):
Directly supervises key leadership and management positions within Employment
Services to ensure effective program operations and strategic alignment.
Provides leadership, guidance, and support to employees at all levels
ensuring a high level of performance and compliance with County, State and
Federal rules and regulations.
Assigns and develops strategies to implement innovative programs, grants,
and related initiatives.
Addresses employee concerns and resolves problems in collaboration with
Department Administration and Human Resources.
Assists in developing educational and professional development opportunities
for staff.
Collaboration (25%):
Actively participates as a member of the Department of Human Services Senior
Leadership Team, contributing to division and department-wide initiatives,
driving outcomes, and fostering cross-divisional collaboration.
Responsible for the Weld County Workforce Development Board (WCWDB), its
subcommittees and special initiatives.
Develops goals and objectives with the WCWDB to improved and maintain a
quality workforce in Weld County.
Ensures a positive relationship among the WCWDB, the Weld County Board of
County Commissioners and Employment Services of Weld County (ESWC).
Represents ESWC and serves as the workforce representative throughout the
Northern Colorado Region, actively participating in community-based meetings
with economic development organizations, chambers of commerce, educational
institutions, and other key stakeholders to promote workforce initiatives
and build collaborative partnerships.
Collaborates with partner agencies and serves on various community boards and
committees to understand needs and resources for workforce development in the
community.
Establishes and maintains good working relationships with the Federal and
State agencies, to effectively manage existing or new employment programs.
Builds and maintains professional relationships at the local, state, and
national levels.
Program Support (25%):
Develops and implements strategic initiatives that leverage emerging
technologies and data analytics to enhance workforce development programs and
services, ensuring they are responsive to current and future labor market
trends.
Establishes and enforces standards for quality and quantity of work for the
Employment Services Division.
Ensures division reviews are performed for accuracy and compliance with
established standards.
Monitors and evaluates the division and related programs for effectiveness,
determining problems and the appropriate corrective action(s) to maximize
efficiency of employees and division systems.
Makes recommendations and implements strategies to improve service delivery
and offer other potential solutions to maintain delivery of services when
funding or mandates affect existing processes.
Develops resources, training opportunities and alternative business
practices needed to prepare for projections and implement recommendations.
Evaluates existing programs and develops grant proposals to diversify and
sustain funding levels.
Monitors the financial and operational status of numerous grants.
Prepares forecasting reports for a variety of grant programs, laws, and
legislation.
Develops and monitors requests for proposals, purchase of service agreements
and coordination agreements to ensure that a quality case management system
that assures quality job placement and retention of employment.
Other Duties as Assigned (10%)
Must adhere to established policies, procedures, and standards and ensure
that oral and written directives, policy, and ordinances of Weld County
are consistently and uniformly applied and reflect actual practice and current
operating needs.
