Position Purpose
The Vice President of Human Resources (VPHR) is responsible for the development, leadership, implementation, coordination, and administration of all human resource functions to include but not limited to: talent acquisition, employment, employee relations, orientation and onboarding, performance management, training and professional development, policies and procedures, wage and salary administration, workers’ compensation, benefits administration, managing personnel files, and compliance with local, state, and federal regulations. The VPHR ensures that a positive and productive employee relations climate is developed, reinforced, and maintained and that a policy development system to employ best practices and to create an employer of choice environment is implemented. This role is responsible for advising the Senior Leadership team on human resources matters.
Primary Duties
Education: Minimum of a Bachelor's degree from an accredited college or university in human resources, business administration, or related field required, Master’s degree preferred. Certification as a Professional in Human Resources (PHR) is highly desirable or similar credential as a Human Resources professional.
Experience: Minimum 10 years of leadership experience in Human Resources with experience leading a team of HR professionals across all HR disciplines.

Primary Duties
- Responsible for the effective performance of Human Resources functions. Collaborates with executive leadership to understand VersAbility’s needs and strategic vision; identifies and implements ways to support this mission through human capital.
- Administers or oversees the administration of human resource programs through internal personnel, the PEO, and vendors including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Leads and provide guidance, direction, training, and technical advice to the HR team on daily work activities, including the areas of benefits and regulatory compliance. This is a working leadership role and will need to contribute to the daily work activities of HR as well.
- Oversee the HR vendors and ensure smooth business operations between the Professional Employer Organization (Engage), various HR vendors, and in-house HR operations.
- Supports management by providing human resource advice, counsel, and solutions, analyzing information and applications in line with organizational objectives and initiatives.
- Functions as a strategic business advisor to the leadership team regarding key organizational and management issues.
- Develop and implement HR plans and solutions to achieve strategic business initiatives and deliver business results. Develops goals, objectives, policies, and priorities and ensures standardized business HR policies, procedures, and programs. Demonstrates skills appropriate for an organization that operates in a multi-site, decentralized manner.
- Plans, organizes, directs, and coordinates the Human Resources Department's work plan; assigns projects and programmatic responsibilities; reviews and evaluates work methods and procedures; meets with staff proactively to identify and resolve problems.
- Remains knowledgeable and current regarding federal, state, and case law changes and monitors labor law updates for changes that affect human resources and the organization; ensures that the organization’s policies, procedures, and practices comply with all existing, as well as new federal, state, and local regulations.
- Collaborates with senior leadership and represents the HR function in collective bargaining agreement negotiations, mediation, and arbitration proceedings. Ensures that the HR specifics of negotiated contracts are administered correctly.
- Works in coordination with the Chief Financial Officer to obtain wage surveys within labor markets to determine competitive wage rates. Analyzes wage and salary reports and data to determine competitive compensation plan.
- Keeps complete confidentiality in dealing with employee records and business information.
- Works with external vendors to prepare the annual Affirmative Action Plan and ensures that recruitment follows the plan. Provides data to external vendors for annual EEO and Vets 4212 filings.
- Oversee and direct the development and administration of the Human Resources Department annual budget.
- Reviews bid proposals and contracts for risk management provisions, loss control, and loss prevention programs. Serves as HIPAA privacy officer, EEOC Officer, and ADA coordinator.
- Maintains effective communications with colleagues that builds confidence in HR and the organization to assure alignment and engagement.
- Expert knowledge of the principles and practices of personnel administration and management including DOL, COBRA, ERISA, FMLA, safety and OSHA, and federal, state, and local employment and wage laws and regulations and associated reporting requirements including EEO.
- Responsible for communications to the entire workforce regarding any people related matters.
- Responsible for employee engagement and initiatives.
- Responsible for benefits plan design and serves as the 401K fiduciary.
- Occasional Travel required.

- Excellent verbal and written communications skills.
- Ability to be a self-starter, able to take initiative.
- Ability to handle multiple tasks simultaneously and ensure that workflow and administrative requirements are accomplished in an organized, efficient, and timely manner.
- The ability to work independently or in a team and to handle multiple deadline-driven tasks in a dynamic environment is essential.
- Multi-state HR compliance knowledge a plus.
- Performs other related duties as required and assigned.
