Purpose Of Position
To administer the quality assurance (QA) program and engage in process improvement activities for Idaho Division of Vocational Rehabilitation (IDVR); monitor and ensure agency-wide compliance with fiscal and programmatic laws and regulations, policies, and standards for quality.
Responsibilities
- Serves as the quality assurance (QA) program subject matter expert for IDVR. Conducts ongoing fiscal and programmatic review monitoring activities. Analyzes and enhances monitoring activities to ensure that the QA program provides reasonable assurance that IDVR is in compliance with applicable fiscal and programmatic laws, regulations, policies, and standards. Applies agency policy and regulatory guidance to assess program and fiscal compliance during monitoring reviews.
- Engages with IDVR leadership, Technical Assistance Center (TAC) subject matter experts, and other stakeholders to develop effective methodologies to generate relevant data and improve processes.
- Generates reports by stakeholder group. Analyzes data to identify errors and anomalies, trends, variability of data, etc. to inform IDVR senior leadership and State Rehabilitation Council (SRC) for decision-making.
- Consults on a regular basis with Planning & Evaluation Manager and Financial Officer regarding ongoing development of a Risk Elements Dashboard in Power BI (or similar software). Makes recommendations to ensure continuous improvement and greater accountability.
- Organizes and conducts periodic risk-based case file reviews according to identified priorities. Engages in periodic review of IDVR program Policies and Procedures to ensure compliance. Provides technical feedback on draft policy and procedure revisions, identifying areas for improvement based on review findings and regulatory interpretation.
- Participates in regional and national communities of practice to maintain and enhance contemporary skills in program evaluation and quality assurance in vocational rehabilitation. Stays up-to-date with regulatory and sub-regulatory guidance regarding the VR program and informs appropriate leadership personnel with recommendations for necessary action. Follows-up to ensure information has received required attention.

Good knowledge of:
- Project management
- Organizational/business analysis and evaluation
- Process improvement methodology
- Knowledge of and/or experience in one or more of the following:
- Vocational Rehabilitation including federal and state requirements typically gained by at least five years of experience working in a State-Federal Vocational Rehabilitation program in direct service, central office administration, or in policy and procedure development
- Accounting principles and practices with experience developing and presenting financial reports typically gained by at least five years of experience working in accounting or a related field
- Program evaluation or quality assurance typically gained by at least five years of experience working in a government agency or educational institution in audit, project management, or quality assurance and compliance
- Demonstrated expertise researching and using program information and data to ensure quality and integrity for federal reporting, program decision-making, and performance-related work typically gained by at least two years of experience performing research, data validation, data cleansing, and federal reporting tasks, including collaboration with various stakeholders on programmatic research or policy analysis
- Interpreting and applying policy in an operational or compliance setting
- Understanding of IT systems and experience in statistical analysis typically gained by at least two years of experience working with IT systems related to data reporting, compliance, and error analysis, including experience generating reports, troubleshooting data anomalies, and ensuring data accuracy. Experience with tools such as Power BI and federal reporting systems such as RSA MIS is beneficial
- Excellent writing and project management skills typically gained by at least two years of experience writing technical documents, reports, or policy briefs and leading projects that involve planning, coordination, and execution
- Data modeling concepts, database definitions, and database security concepts typically gained by at least one year of experience working with database design, data modeling, or database security in a professional setting OR completion of relevant coursework in database management
- Administering or using electronic case management systems, Data Visualization, or other analytics software typically gained by at least one year of experience working with case management systems (e.g., Aware), business intelligence tools (e.g., Power BI, Tableau), or data visualization software
- Two years of work experience working with regulatory compliance and reporting
- Two years work experience in grant accounting
