The Idaho Department of Health and Welfare’s Division of Youth Safety & Permanency (YSP) is seeking a qualified candidate to fill an opening as a Human Services Field Program Manager in our Idaho Falls office. This position provides critical leadership for the child welfare service program, including child protection, foster care, and adoption. We are seeking a candidate who has extensive experience developing and maintaining professional relationships, including skills in conflict resolution, problem solving and group facilitation. The ability to communicate effectively (both verbally and in writing) is essential for this position. The incumbent must be able to work as an effective and efficient member of a team, with minimal supervision. This position involves high-stress situations. The incumbent must provide open communication in order to develop and manage team members. Extensive knowledge and experience in child welfare is required.

This is a challenging position and a unique opportunity to make a difference in the lives of children in Idaho. The Human Services Field Program Manager reports to the YSP Deputy Division Administrator.

This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

As of 7/1/25 this will be a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

Example Of Duties

• Supports the Division of Youth Safety & Permanency's mission, vision, and values in the provision of program services in the region
• Identifies, develops, and evaluates regional program operations, partnerships, and collaborative relationships
• Represents the division before individuals and entities including regional staff, community partners, providers, state and federal officials, courts, and advocacy groups, including public presentations as necessary
• Works with regional staff to measure and analyze outcomes in meeting objectives and priorities for services including preparing outcome reports
• Works closely with Central Office staff and other human services field program managers to ensure accomplishment of statewide outcome standards
• Ensures services are provided in accordance with laws, regulations, contract requirements, and quality standards, including evidence-based practices
• Provides continuous quality improvement, including outcomes and efficiencies in the delivery of services provided in the hub
• Recruits, hires, supervises, and trains staff, including performance reviews and corrective/disciplinary actions
• Plans and implements the strategic assignment of program staff to meet program needs consistent within established statewide standards
• Co-manages the hub child welfare program budget within the defined areas of budget responsibility, ensuring optimal utilization of available state and federal funds
  
  

Minimum/Specialty Minimum Qualifications

You must possess all the minimum qualifications/specialty minimum qualifications below to pass the exam for this position. • Demonstrated competency in management and leadership. Typically gained through a MPA, MBA, or bachelor's degree in business AND at least three years' experience in a leadership role such as: large project or program manager with staff; business or business function manager with staff (marketing manager, customer relations manager), ORat least one year experience managing a major program and providing leadership of professional staff OR completion of upper-division college-level management coursework along with experience in a significant leadership role, ORexperience or a combination of coursework and experience that represents the knowledge level above. Experience should include program or business planning, development, implementation or ongoing management, quality control/evaluation, staffing.
• Extensive knowledge and experience in child welfare.Typically gained by a master's degree in social work, behavioral health, psychology or human services related field AND at least three years of child welfare experience OR at least five years of experience as described.
• Experience assessing, planning, and implementing child welfare, early intervention, developmental disabilities, or other social services program.Typically gained by at least two years of experience providing leadership and collaboration with community groups and individuals in the development of community solutions to child welfare, developmental disabilities, early intervention or other social services issues. Experience should include planning community intervention and service provision.
  
  

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

• Experience managing a large program budget. Typically gained by at least two years of experience developing, managing, and evaluating budgets.
