Duties

  • You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations particularly those related to timekeeping and payroll.
  • You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by managers.
  • You will analyze and recommend cost and benefits of alternative methods of financial management of organizations programs and administrative operations.
  • You will formulate budget and estimates to support plans, programs, and activities.
  • You will present and defend budget estimates before authorities.
  • You will develop, determine, and interpret budgetary policies and practices particularly those related to timekeeping and payroll.
  • You will perform studies or assists others with full scale studies.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing financial management systems to assist in the formulation or estimation of budgets in accordance with financial regulations for an organization.

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting financial analysis to resolve budgetary issues in accordance with financial regulations for an organization.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For The GS-09

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher graduate level education leading to a master's degree

OR

Successful completion of an LL.B. or J.D. that is related to the position being filled.

OR

A combination of experience and graduate education as described above that equates to one year of experience.

For The GS-11

Successful completion of a Ph.D. or equivalent doctoral degree

OR

Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree

OR

Successful completion of an LL.M. degree that is related to the position being filled

OR

A combination of experience and graduate education as described above that equates to one year of experience.
