Reporting to the Chief Human Resources Officer, the Director of Organizational Learning and Development will provide leadership, coordination, and ongoing development of a contemporary enterprise-wide Organizational Learning and Development (OL&D) ecosystem for Elliot Health System.
Primary Duties & Responsibilities
- Ensures alignment of all health system OL&D programs with the mission, vision, values, culture, management system, and goals of The Elliot Health System.
- Develops quantitative benchmarks to assess and report enterprise OL&D performance. Evaluates performance of training programs and other programs by establishing objectives and measurements.
- Develops programs to assess, develop, and retain leadership talent including but not limited to Leadership Academy, Succession Planning, Talent Identification, Talent Pool Development to establish strength of leadership as a competitive advantage.
- Plans and prioritizes learning needs for all employees. Partners with health system leaders to identify performance gaps and skills needs and develops options to address through training or other related solutions. Ensures all programs and efforts support the changing needs of the business and are aligned with the management system.
- Ensures talent development best practices across the health system, including role-based and agile curriculum development. Develops training and development strategy and curricula, partnering with senior level management and the HR Division. Forecasts training and development resource needs and presents recommendations to senior level management as part of the yearly planning cycle.
- Oversees the development and implementation of The Elliot Health System performance management/evaluation process, Annual Education Program, and New Employee Orientation.
- Standardizes, coordinates, and strengthens enterprise-wide learning design & due diligence, learning delivery/mode effectiveness, including blended learning technologies, evaluation of learning outcomes, efficient, effective staffing & skill mix.
- Establishes and communicates training and development team standards and methodology and ensures compliance across all training staff. Identifies needs and reviews recommendations for utilizing outside talent development resources across the enterprise. Identifies and evaluates appropriate expert resources (coaches, vendors, etc.) to support OL&D needs across the system.
- Leads internal efforts related to leadership coaching and support.
- Ensures assessment and evaluation mechanisms are in place to measure the impact and effectiveness of OL&D programs/materials. Shares feedback with senior management, with recommendations for improvement in support of making a positive impact on performance and meeting business need. Ensures effective, optimal utilization of blended learning venues, including LMS to leverage its full functionality, and to maintain an accurate and current record of all training received.
- As a member of the Human Resources Leadership Team, provides overarching goals and vision for the Human Resources Division. Proposes, develops, implements, and monitors strategy and structure to achieve these goals.
- Oversees technology utilization and strategy for OL&D.
- Oversees the development of the OL&D annual budget and is accountable for fiscal stewardship of the budget.
- Coordinates the development and implementation of programs, special projects, research studies and other divisional initiatives to identify best practices and process improvements in order to promote functional efficiency and productivity, as directed by the CHRO.
Position Qualifications:
Education: Bachelors Degree with emphasis on Organizational Learner & Development or related required; Masters Degree preferred
