Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Responsibilities

The Chief Human Resources Officer (CHRO)/Director of Human Resources is an executive position that reports to the President of Mission Support and Test Services, LLC (MSTS). The CHRO is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization. The CHRO will partner with the President, Senior Leadership Team, Nevada Field Office, NNSA counterparts, Parent Companies, and other stakeholders to ensure the efficient, effective, and integrated implementation of corporate policies, commitments, and initiatives across the enterprise. Enables mission success by meeting human resource objectives. The CHRO provides direction, leadership, vision, and accountability to the following groups within the Human Resources directorate: Talent, Benefits, Compensation, Employee & Labor Relations, Experience Enrichment and Empowerment (E3), Learning Center of Excellence (LXE), and Performance & Systems. Performance of this organization has significant impact on MSTS’ reputation and operations. This position is assigned to work full-time in Nevada, mainly in North Las Vegas with some travel to sites required.

MSTS manages and operates the NNSS for the Department of Energy (DOE). NNSS has offices across the country, including Southern Nevada; Santa Barbara and Livermore, California; Washington, D.C.; and Albuquerque and Los Alamos, New Mexico.

Key Responsibilities

  • Establishes and implements goals and objectives that effectively communicate and support the Company's mission, core values, and strategic vision.
  • Develops workforce planning and talent acquisition strategies to support the achievement of the overall business operations objectives.
  • Functions as a trusted strategic business advisor to the senior leadership team regarding key organizational and management issues.
  • Collaborates with senior leadership to understand the organizations goals and strategy related to staffing, recruiting, and retention.
  • Provides consultation and strategic recommendations to the leadership team using HR expertise and insights.
  • Coordinates multiple programs/projects or a major function with a significant responsibility for staff, material, budgets, and/or capital resources that may have an impact to mission or financial success of the Company.
  • Develops coordinated long-range programs, plans, and budgets in accordance with Company policy and objectives.
  • Consults with legal counsel as needed to minimize MSTS risks. Anticipate risks and assures risks inherent in operations are identified, controlled, or mitigated.
  • Leads HR management team to develop and implement comprehensive strategic recruiting and retention plans; and compensation and benefits plans that are competitive and cost-effective.
  • Leads discussions and communications with employees on relevant topics and changes.
  • Builds strong working relationships with HR partners.
  • Responsible for the overall performance, efficiency and direction of a directorate.
  • Manages appropriate staffing levels to plan and execute.
  • Manages risk and opportunities to drive divisional and enterprise strategy.
  • Execute annual expense budget planning and implementation.
  • Coordinates functional capabilities through long-range planning to accomplish present and future mission.
  • Establishes and leads effective and efficient objectives, policies, and procedures.
  • Responsible for Integrated Project Team efficacy for programs and projects under his/her purview.
  • Must embrace and model the Company values and expected behaviors with a commitment to operational excellence.
  • Drives a continuous improvement mentality and actively encourage the use of lean principles within areas of responsibility.
  • Leads a coordinated and integrated approach to meet NNSA/NFO and NNSA strategic initiatives for the programs, projects, and activities under his/her purview.
  • Actively assist in defining technologies, competencies, and skills required to develop and accomplish services.
  • Serve as an official Company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the general public in the community of the establishment.
  • Promote and actively participate in integrated health and safety programs. Champion initiatives. Encourage and support employees' participation in health and safety initiatives.
  • Hold direct and indirect managers and individual contributors accountable to Company policies, procedures, and behaviors and core values.
  • Ensures accountability and compliance with applicable legal, governmental, and regulatory requirements.

Qualifications

  • Master’s degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience in multiple Human Resource functional areas.
  • Demonstrated ability to lead an organization of approximately 100 people.
  • History of success as a leader in setting strategy and achieving objectives.
  • Ability to obtain a Department of Energy Q Clearance (position will be cleared to this level).
  • SHRM-CP/SCP or PHR/SPHR certifications preferred.
  • Thorough knowledge of employment-related laws and regulations.
  • Excellent verbal and written communication skills on technical and non-technical topics.
  • Ability to exercise clarity and directness in all forms of communication.
  • Innovative and have strong analytical and problem-solving skills.
  • Ability to make sound decisions based upon limited information.
  • Demonstrated ability to negotiate creative and innovative solutions at the executive level from competing sets of interests and perspectives.
  • Demonstrated success as an enabling team member and partner for mission and mission facility operations.
  • Breadth of experience and ability to recognize, inspire and motivate others to perform well.
  • Ability to enhance productivity and performance through appropriate mentoring and training.
  • Ability to delegate. Ability to set expectations and to monitor delegated activities to closure.
  • The primary work location will be at the North Las Vegas facility located at 2621 Losee Rd., with travel to sites required.
  • Work schedule will be 4x10's and is subject to change.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $216,777.60- $357,676.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
