The Texas Racing Commission Occupational Licensing Program Specialist will perform highly advanced (senior-level) which will involve team leader responsibilities in the transformation of the current licensing program and involves work in support of or at times, physical presence in one of four field offices. Program work involves administering, monitoring, and evaluating the development and operation of an occupational licensing program including pre-determination of applicant criminal background history, determinations of application denials as well as preparation of files for appellate hearings. Customer service and engagement in face-to-face as well as online licensing environment and involves tracking revenue as well budget projections to invest in licensing modernization initiatives. This position works under limited supervision with considerable latitude in the use of initiative and independent judgment.

Examples Of Work Performed

  • Oversees and participates in the development, planning, organization, and coordination of assigned activities and operations of the program); and identifies opportunities to strengthen services and programs.
  • Oversees and/or prepares program management and productivity reports and studies.
  • Oversees criminal background screening, analysis of eligibility of applicants, processing of rule violation rulings and payment of fines. Additional duties may include support to the drug testing program and analysis of appropriate steps to take to release purses on live race events.
  • Plans, develops, coordinates, and implements initiatives and strategic projects related to an agency statutory and regulatory licensing requirement including working on and/or overseeing the most complex program assignments; and develops and implements licensing policies and procedures.
  • Provides provide advice and counsel to employees and customers on issues, rules, and policies related to occupational licensing, including handling the most complex issues and questions referred by other occupational licensing staff; and develops solutions to problems by following procedures or applying policy.
  • Oversees, coordinates, reviews, and recommends occupational licensing personnel actions, ensuring conformity with agency, state, and federal regulations.
  • Oversees the maintenance of occupational licensing automated systems and records and the analysis of occupational licensing reports and reporting procedures.
  • Provides direction and oversight regarding workforce planning and reporting and executes workforce planning solutions.
  • Prepare budget estimates, fiscal notes, legislative analysis, and other licensing program resources-related assistance to legislative staff during the legislative session.
  • Pre-screens applicants for occupational licenses and actively participates in analysis, notification and supervisor of staff actions from initial customer contact to licensing qualification or disqualification as applicable.
  • Provides training on agency licensing programs to internal staff and external customers as required.
  • Maintains strict confidentiality on agency licensing program activities including law enforcement or criminal history information.
  • Performs related duties as assigned.

Knowledge, Skills And Abilities

  • Knowledge of State of Texas statutes affecting occupational licensing programs preferred.
  • Skilled in problem-solving, decision-making, active listening, and critical thinking.
  • Skill in communicating effectively, both verbally and in writing.
  • Ability to travel up to 25% to supervise and support field office operations.
  • Ability to plan, organize, and coordinate programs and activities relating to the talent management function.
  • Ability to maintain strict confidentiality of information and documents. Ability to work independently and as a member of a team.
  • Ability to maintain professionalism and communicate with tact and diplomacy in all situations.
  • Ability to reach high and low; open, close and retrieve files from file cabinets as well as operate a computer keyboard and appropriate office equipment.
  • Ability to frequently stand, walk, sit, or stand for long periods of time, lift to 30 lbs., open filing cabinets and bend or stand on a stool as necessary.

Minimum Education And Experience

Experience in customer service, clerical, administrative, or technical support work. Graduation from a two-year college or equivalent is generally preferred. Experience and education may be substituted for one another.
