For more than a century, A.P. Moller-Maersk has had close ties with the Port of New York and New Jersey. We made our first vessel call in New York in 1915 and opened our first international office in Manhattan shortly after. In 1928, we started Maersk Line, and soon the piers in Brooklyn became home. By 1975, we had established our first dedicated container terminal at Pier 51 through our work with the Port of New York and New Jersey.

APM Terminals Elizabeth currently handles over 25% of the annual container throughput in the port complex, supported by more than 1,100 members of the International Longshoremen’s Association (ILA).

The Port Elizabeth Upgrade Project

APM Terminals and the Port of New York and New Jersey recently reached an agreement on the lease extension for APM Terminals Elizabeth through 2062. This extension paves the way for major infrastructure investments which will enhance capacity and transport velocity, create jobs and strengthen the economy.

APM Terminals will invest significantly in Port Elizabeth over the coming years to decarbonize its operations and enhance cargo-handling capacity at its 345-acre terminal. APM Terminals has also committed to the replacement and maintenance of all wharf and berth structures. This investment supports the Port Authority’s Port Master Plan 2050, which anticipates cargo volumes doubling or tripling by mid-century.

Looking to the future, APM Terminals Elizabeth envisions a larger, more efficient container terminal. Planned upgrades include the optimization of the terminal layout, electrification of container handling equipment, and future-proofing container berths.

In light of this development, APM Terminals Elizabeth is expecting to receive the sub-award of a Clean Ports Program Grant to partially fund these developments. This sub-award needs to be actively managed and sustained for compliance and project success.

Project Grant Manager (PEM) – Port Elizabeth Upgrade Project NJ USA

Role

As part of the Port Elizabeth Upgrade project APM Terminals is envisaging to decarbonize its operation in line with the federal clean ports program. This role will manage the Clean Ports Program sub-award, ensure compliance, and identify additional funding opportunities (federal, state and local) to maximize financial and environmental impacts.

The role of the grant manager will serve as the primary liaison between APM Terminals, Port Authority (PANYNJ) as main recipient of the grant, PSE&G (energy provider), EPA, NJ states agencies and cross-functional internal teams (Procurement, Decarbonization, Legal, Tax, Treasury, Finance and Energy Transition). Purpose is to manage and maintain the primary grant, ensuring compliance with its requirements and administration of the same and actively driving the various stakeholders to assure grant continuity and compliance.

Besides the primary grant there are opportunities for further grants to be obtained during this large scale development. The grant manager will proactively investigate such opportunities and drive their applications if elected to proceed. When obtained, the grant manager will also manage these grants, similarly to the primary grant.

Subject to workload and availability the Project grant manager for the Elizabeth Upgrade project may also be tasked to investigate, obtain and manage grants for APM Terminals facilities in the USA.

Key Responsibilities

Strategic Planning:

  • Develop a roadmap to secure grants/incentives aligned with project phases (e.g. equipment electrification, infrastructure upgrades)
  • Monitor EPA, DOT (PIDP), NJEDA or similar funding cycles to prioritize opportunities that align with the organisation’s goals.

Grant Lifecycle Management

  • Lead end-to-end processes for the primary EPA grant and future awards, inlcuding: Application drafting, budgeting, and stakeholder alignment.
  • Compliance with the relevant agencies, including (www.Grants.gov, www.SAM.gov, and Environmental Protection Agency (EPA) reporting, guidelines.
  • Lead financial reporting, forecast and performance management related to grants for the Elizabeth Upgrade.
  • Incentive Programs: Identify and manage incentive opportunities, ensuring the organization maximizes available benefits.

Stakeholder Engagement & Compliance Leadership

  • Build and maintain relationships with funding bodies, government agencies, and other stakeholders.
  • Lead and coordinate regular community engagement opportunities related to the CPP, under the requirements of the program.
  • Ensure all grant and incentive activities comply with relevant internal and external regulations, governance and guidelines.

Cross-Functional Collaboration

  • Work closely with the Head of Grants and Incentives globally to align on overall AP Moller Maersk opportunities and ensuring alignment with global standards

Qualifications, Skills, And Experience

  • Minimum of 7 years of experience in grant writing and administration, with at least 4 years for larger (>100 M USD) Grants.
  • Strong understanding of US Federal and New Jersey local regulatory landscapes, political dynamics, and environmental legislation.
  • Proficiency in analyzing and interpreting complex legal and regulatory documents.
  • Exceptional communication and negotiation skills.
  • Excellent English written and verbal communication
  • Strong analytical skills.
  • Solid financial understanding including cash flow, tax and treasury implications
  • Limited travel might be required in this role.

Education

Bachelor’s degree in Business Administration, Finance, Public Administration, or a related field. A Master’s degree (e.g., MPA, MBA, or a Master’s in International Development or Finance) is preferred.
