Summary:

The HSES Investigator at Western Midstream is critical in maintaining operational safety, regulatory compliance, and environmental stewardship. This position conducts high-quality investigations into Health, Safety, Environmental, and Security (HSE&S) incidents, including oil spills, gas leaks, hazardous material releases, and process safety events. The position identifies contributing factors and develops practical corrective and preventive actions by applying root cause analysis and leveraging tools such as COMET and Intelex. The role also supports drilling operations, regulatory reporting, and contractor oversight, while leading safety training initiatives and participating in emergency response drills. Through collaboration with internal teams, regulators, and contractors, the Investigator fosters a culture of transparency, continuous improvement, and frontline engagement, reducing risk, ensuring compliance, and strengthening stakeholder trust across the organization.

Key Responsibilities:

  • Conduct timely, high-quality investigations of Health, Safety, Environmental, and Security (HSE&S) incidents using root cause analysis techniques and industry best practices to prevent recurrence and regulatory impacts
  • Collaborate with internal departments, drilling contractors, regulatory agencies, and external experts to gather accurate and relevant incident information and supporting evidence
  • Support drilling operations, acting as liaison with subcontractor safety teams to ensure HSE&S engagement and oversight across planned well activities
  • Analyze HSE&S incident data, documents, and trends to identify patterns, systemic issues, and contributing factors that impact performance and compliance
  • Develop clear, comprehensive incident reports detailing findings, conclusions, and recommendations for corrective and preventive actions
  • Track and verify the implementation and closure of corrective and preventive actions related to PSM, environmental, safety, and DOT incidents, supporting audit readiness and performance goals
  • Communicate investigation outcomes, lessons learned, and hazard awareness insights across all organizational levels, integrating them into safety training and operational discipline practices
  • Support regulatory reporting and documentation efforts for DOT and environmental incidents, ensuring accuracy, timeliness, and alignment with federal and state requirements
  • Lead and facilitate onboarding for new employees, COMET Train-the-Trainer sessions, COMET investigation training, and other HSE&S education such as Job Safety Analysis (JSA), Energy Isolation, and emergency preparedness
  • Participate in and evaluate emergency response exercises and drills, ensuring organizational readiness and identifying areas for improvement
  • Assist with hazard identification processes, including active participation in HAZID and HAZOP studies
  • Manage Good Catch reporting and classification through platforms such as Intelex and COMET, ensuring accurate categorization into near misses and actual incidents
  • Lead monthly analysis of Good Catch submissions to identify proactive trends and reinforce a strong safety culture at the frontline level
  • Reduce workload on operations and HSE&S staff by taking ownership of complex investigations and related compliance documentation
  • Strengthen stakeholder trust and public confidence through transparent, consistent incident follow-up and regulatory engagement
  • Drive continuous improvement by embedding investigation findings and leading practices into operational processes and safety initiatives
  • Foster trust, collaboration, and consistency through proactive relationship building with stakeholders, requiring ongoing team engagement and dedicated effort.

Qualifications:

  • Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field, or an equivalent combination of education and experience.
  • Minimum 8 years' experience in health, safety, and environmental management, preferably in oil and gas
  • Proven expertise in incident investigation, root cause analysis, and corrective action development
  • Strong understanding of health, safety, and environmental regulations, standards, and best practices
  • Excellent analytical skills for interpreting complex data
  • 5 years' specialization in investigating high-consequence incidents
  • Comprehensive knowledge of investigation tools and techniques
  • Effective communication skills in English, both written and verbal
  • Ability to communicate technical information clearly to diverse audiences
  • Proficient in producing clear and concise oral and written reports
  • Demonstrated ability to liaise effectively both internally and externally
  • Strong interpersonal skills for collaborating and building relationships
  • Detail-oriented with excellent organizational and time management abilities
  • Experience in emergency response planning and execution is advantageous

Travel Requirements:

Travel will be required up to 10%.

Work Schedule:

This position follows a hybrid schedule, working in the office on Monday, Tuesday, and Thursday while working remotely on Wednesday and Friday. Monday-Thursday is 9 hours, and Fridays are 4 hours.
