ORGANIZATION: SHELTER, Inc. is an independent, community-based non-profit organization created in 1986 to lead the effort to eliminate homelessness. We now operate in Contra Costa, Solano and Sacramento Counties.

MISSION: To prevent and end homelessness among low-income, homeless, and disadvantaged families and individuals by providing housing services, support and resources that lead to self-sufficiency.

JOB TITLE: Onsite Property Specialist

WORK LOCATION: Onsite

STATUS: Part-time/Hourly

TEAM: Property

REPORTS TO: Property Manager

SUPERVISES : No direct reports

SALARY RANGE : $16.50/hour – $16.50/hour

PURPOSE of ROLE: In this role, you will coordinate maintenance and repairs and ensure all property operations adhere to local and federal laws. We’re looking for a team player with strong attention to detail who is comfortable committing to running our property smoothly.

Responsibilities

  • Walk the community grounds every day. Maintain good curb appeal. Coordinate with maintenance for any work to be scheduled.
  • Inspect the property on a regular basis and report all safety hazards, property damage, and needed repairs to maintenance personnel. Follow up on repairs to verify completion and compliance.
  • Assist with monthly unit inspections to determine budget needs and resident compliance with regulations set forth by federal, state, and local agencies.
  • Greet, assist, and qualify prospective residents. Maintain professional communication with residents, applicants, and other representatives.
  • Assist applicants by giving property tours and communicating leases and community policies.
  • Complete necessary paperwork in a timely manner.
  • Check Yardi dashboard tickler files for lease expirations and re-certifications.
  • Follow up on collections, delinquent rents, and un-honored checks.
  • Be familiar with all Regulatory Agreements and related agencies to ensure 100% compliance with all regulations.
  • Be aware of all relevant laws and agency regulations, including but not limited to fair housing, sexual harassment, disability accommodations, HUD, Tax Credit, and landlord-tenant relationships as they apply to the policies and procedures of the company and the community.

Handle any emergency that may arise on the property following steadfast policies and procedures.

  • Experience working with Project Based (Section 8) HUD, Tax Credit (Section 42), and Bond subsidized housing programs depending on property.
  • In-depth knowledge of best practices within the property management field, particularly within the subsidized and supportive housing environment, with an emphasis in application of California landlord-tenant, Section 504, ADA laws and procedures.
  • Excellent oral/written communication skills and listening abilities.
  • Able to maintain patience, tolerance, tact, and diplomacy, even in stressful or confrontational situations.
  • Self-motivated and accountable for timely follow-through.
  • Well-honed negotiation, mediation, conflict resolution and customer service skills.
  • Proficiency with PC systems, Microsoft Office, and Yardi.
  • Must be familiar with or can work with re-entry, special needs & homeless populations.

Minimum Qualifications

  • Combination of education and experience that demonstrates a capacity to manage low-income and special needs housing and supportive housing program(s) for people coming from crisis situations and traumatizing circumstances.
  • Three years’ residential property management experience in affordable housing includes multi-family HUD project-based section 8, MOR and EIV requirements.
  • Working knowledge of Property Management field, lord-tenant, fair housing, Section 504, ADA, Section 8, with ability to comprehend HUD manuals, regulatory agreements, contracts and industry publications.
  • Working knowledge of building maintenance systems.
  • Ability to add, subtract, multiply and divide, using whole numbers, fractions, and decimals. Including ability to compute rate, ratio, and percent.
  • Proficiency with PC systems, Microsoft Office, and Yardi
  • Must successfully pass a criminal background check. .

Preferred Qualifications

  • Tax Credit Specialist, Certified Occupancy Specialist (COS), Blended Occupancy Specialist (BOS) and/or equivalent.
  • REAC and HQS training
  • Fair housing Certified.
  • Bilingual English/Spanish
  • Five years or more of recent property management experience in affordable housing with an emphasis on HUD subsidized affordable housing. LIHTC, HOME, HOPWA, HCD, Shelter Plus Care, MHSA working knowledge a plus.
