Position Summary:

STSI is seeking a detail-oriented and experienced Program Manager – Grants Management to support our client, the NIH, on-site in Bethesda, MD. This role will provide comprehensive programmatic and administrative support across the full lifecycle of federal research grants, ensuring operational efficiency and regulatory compliance in a fast-paced scientific environment.

Key Responsibilities:

  • Provide day-to-day management and administrative oversight of NIH grant programs in coordination with NIH program and grants staff.
  • Assist in the pre-award, award, and post-award phases of the grants lifecycle, including application review, funding tracking, and closeout.
  • Ensure adherence to NIH Grants Policy Statement, HHS regulations, and OMB Uniform Guidance (2 CFR 200).
  • Serve as liaison between NIH stakeholders and STSI leadership to ensure timely and accurate program support delivery.
  • Monitor grant timelines and deliverables using NIH systems such as eRA Commons, IMPAC II, and QVR.
  • Generate program reports, data summaries, and briefing materials for internal and external stakeholders.
  • Develop standard operating procedures (SOPs), templates, and process documentation to improve grants operations.
  • Contribute to continuous improvement initiatives and strategic planning activities.


Qualifications Required:

  • Bachelor’s degree in Public Administration, Science, Health, Business, or a related field.
  • Minimum of 5 years of experience in federal grants or program management.
  • Demonstrated knowledge of NIH grants processes, mechanisms (e.g., R01, U01, K awards), and extramural research programs.
  • Familiarity with federal systems including eRA Commons, IMPAC II, and NIH RePORTER.
  • Excellent organizational, communication, and analytical skills.
  • U.S. Citizenship or authorization to work in the U.S. (in accordance with federal contract requirements).


Preferred:

  • Prior direct experience supporting NIH or another HHS agency.
  • Understanding of scientific research administration and peer review processes.
  • PMP, GPC, or similar project/grants management certification
