This position serves as an advisor to the Executive Director with responsibility for aligning strategy, operations and performance across the GO-SEMI portfolio. This position will oversee the development and/management of strategic performance reporting and data/measurement systems, supervise internal and consultant-led analytics teams across key impact areas: Green CHIPs compliance, supply chain development, workforce development, R&D, site inventory, SEDI business development. The Sr. Director will serve as the internal leader of GO-SEMI’s insights – ensuring leadership, staff and external stakeholders have timely, accurate, and actionable data to guide decision-making. This position will provide support with budgeting/financial planning for the GO-SEMI Office and will assist with planning and supervision/onboarding of staff/teams regarding the administration of contractual services (consultants), programs (federal grants) and internal tracking systems (CRM) that directly impact GO-SEMI performance and impact. The position is ideal for a highly organized and mission-driven leader with a strong grasp of economic development, policy, internal processes, data analytics, and cross-organizational coordination.

Minimum Qualifications
Education Level Required: Bachelor’s degree in public policy, economics, business administration, or a related field. Associate’s degree with 7 years, direct relevant experience may substitute.
Relevant Experience required: A minimum of five (5) years of progressively responsible experience in economic development, program evaluation, performance management, or data strategy. Demonstrated experience managing staff or consultants in data, policy, or operational roles. Strong analytical and project management skills, with fluency in DocuSign Envelope ID: 02371F21-DE64-4D97-BC47-B9D34C36E52B performance tracking tools and reporting systems. Excellent written and verbal communication skills; ability to synthesize complex information for senior stakeholders.
Knowledge Required: Experience with federal grants and compliance frameworks (e.g., U.S. Department of Commerce, CHIPS Act). Knowledge of New York State’s economic development landscape and semiconductor industry trends. Proficiency with CRM systems, business intelligence platforms (Power BI, Tableau), or project management tools (e.g., Monday.com).
ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years of accredited post-secondary education, or service in the U.S. military may be substituted for service at ESD.

Work Performed
- Design and implement KPIs, outcome frameworks, and performance dashboards to track GO-SEMI’s economic development performance, including workforce, and community investment goals.
- Develop and design systems that translate GO-SEMI data/information on GREEN CHIPS incentives and program investments into clear insights for internal strategy and public accountability.
- Lead, hire and mentor other team members, program managers, and consultants responsible for data analysis, program administration and strategic reporting.
- Oversee procurement, scope design, and contract compliance for staff members and external consultants working on data, evaluation, and economic impact.
- Collaborate with and support the Director of Regional Supply Chain development to administer the funding and support programs to the ten ESD regions for the support and growth of in-state industries that seek to pivot or expand in the semiconductor industry.
- Supervise and support the ESD Loans & Grants and the ESD Loans and Grants and Incentives Department with regard to federal and state semiconductor development programs, including the Semiconductor Growth and Attraction Program (SGAP) and Green CHIPS compliance tracking.
- Ensure timely reporting documentation, and performance updates to federal and state agencies.
- Lead administrative process improvements across incentive tracking and compliance functions.
- Serve as liaison between the Executive Director, supply chain development team, and external partners.
- Support and coordinate interagency and cross-sector efforts to support the semiconductor ecosystem.
- Prepare high-level briefings, strategic reports, and presentations for executive and legislative audiences.
