Job Overview

J.S. Paris Excavating, Inc. is seeking a highly experienced Chief Civil Construction Estimator to lead our estimating team in delivering accurate, competitive, and comprehensive budgets for a wide range of heavy civil and utility projects. As Chief Estimator, you will oversee and refine our estimating processes, analyze historical data to establish standards, and manage the people, software, and resources required to produce winning estimates for both conventional bid-build and conceptual design-build projects.

You'll work directly with our executive team to set department standards, train estimating personnel, and provide strategic leadership that drives successful project acquisition and execution.

Responsibilities Include But Are Not Limited To

• Assign responsibilities for estimating team members on each project.
• Review project plans and specifications; confirm complete project scopes with the team.
• Identify risk issues and evaluate their potential impact on estimates.
• Solicit subcontractor and supplier information and pricing; manage pre-bid communication.
• Assist in 'Good Faith Efforts' for subcontractor participation as required.
• Prepare instructions to bidders, bid forms, and other solicitation documents.
• Perform and/or manage quantity surveys and pricing efforts for internal budgets.
• Develop conceptual budgets based on limited project information.
• Review general conditions, schedules, scopes of work, hoisting plans, and site logistics in coordination with Operations.
• Maintain and document project information flow throughout estimating.
• Review and manage the scoping and evaluation of specialty contractor bids.
• Coordinate insurance requirements with the Risk Manager.
• Oversee technical proposal components in collaboration with the Marketing Department.
• Review constructability issues with operations staff to minimize project risks.
• Track and communicate trends in construction and material costs.
• Analyze alternative means and methods to identify the most economical options.
• Build strong relationships with clients, design teams, specialty contractors, suppliers, and other stakeholders.
• Actively engage in industry, client, and community relations to promote the company's image.
• Assist project teams post-award through information transfer, work plan reviews, and pricing of change orders as required.
  
  

Qualifications

• Proficiency in all estimating software programs, with particular emphasis on HCSS estimating software HeavyBid and HeavyJob REQUIRED.
• Strong mathematical skills and proficiency with MS Office products (Word, Excel, Access, PowerPoint).
• Expertise in one or more areas of heavy civil construction.
• Ability to break down complex construction operations into logical sequences.
• Proven ability to work effectively in high-pressure, team-oriented environments.
• Excellent oral and written communication skills, with the ability to professionally present work products.
• Strong organizational and interpersonal skills, with keen attention to detail.
• Commitment to company policies, meeting deadlines, and putting in the time required to ensure estimating success.
• Willingness and ability to travel as needed.
• Bachelor's Degree in Civil Engineering, Construction Management, Business Administration, or equivalent relevant experience.
• Minimum 15+ years of estimating or project experience in heavy civil construction, including at least 10+ years specifically in estimating roles.

Work Schedule

• Full-Time, Monday through Friday
• 8-hour shifts, with additional hours as needed to meet bid deadlines
• Flexibility required for occasional evening or weekend work based on project demands

• Office-based role with required travel to Cleveland, OH 44109 and surrounding project sites
• Flexibility to visit job sites in the Greater Pittsburgh area and other regional locations as needed
