ACDHS uses an integrated Two-Generation (2Gen) approach to address all of

the basic human services needs of the entire family unit. The 2Gen approach

begins with a mindset focused on family-centered program design, continues

with the alignment of services and resources within the department as well as

across multiple organizations, resulting in coordinated services to children

and adults together (family) in order to create long term stability and

sustainability.

The 2Gen approach builds well-being for families by focusing equally and

intentionally on high-quality services in five areas of focus: early

childhood education, adult education and employment pathways, economic

security, health and well-being and social capital. This approach will help

us achieve our core mission of breaking the generational cycle of poverty,

preventing neglect and abuse and building strong communities.

This position plans, develops, organizes, and delivers a comprehensive

staff development and training program for all levels and positions within

Child Support Services.

Duties

  • Develops and implements training programs for all Child Support positions

and functions.

  • Administers effective and high-quality training for new and existing workers

on a regular and consistent basis. Tracks progress and completion of training.

  • Assesses employees' needs for training and development. * Identifies

specific topics and opportunities for continued learning. Develops and

delivers trainings on identified topics.

  • Keeps abreast of system and regulation changes pertaining to Child Support.

Ensures the County training is up to date and relevant to current regulations

and practices. Assesses current curriculum and makes changes accordingly.

  • Serves as the initial point of contact for staff for program and system

specific questions. Interprets rules and regulations for staff and provides

clarification of rule changes. Advises and coaches staff regarding effective

methods of dealing with difficult cases.

  • Works closely with the management team regarding ways to increase staff

morale and employee engagement

  • Participates in hiring process, interviews and shares feedback on

candidates as requested. Collaborates with supervisors by providing input on

staff's learning progress, performance, potential promotions, and

possible disciplinary actions when appropriate. Assists supervisors with

developing a personalized learning plan for performance improvement if needed

  • Serves as a back-up to the ACSES Liaison.* Assists Administrator and

Supervisors with monthly quality assurance samples.

  • Provides ongoing analysis of child support monthly monitoring reports in

order to identify and implement training opportunities to increase compliance

with State goals.

  • Interacts with stakeholders at the State level regarding the Child Support

program.

  • Attends Child Support management meetings and may attend State Child Support

meetings.

Skills, Abilities And Competencies

  • A thorough knowledge of Child Support laws, rules, and regulations and

the Child Support Enforcement System (ACSES)

  • The ability to utilize appropriate software Automated Child Support

Enforcement System (ACSES), Word, and Outlook

  • Ability to formulate solutions to complex problems relating to the work of

Child Support Services

  • Ability to assess, develop and deliver effective training to a diverse

workforce* Experience and/or knowledge of the Two-Generation Approach*

Knowledge of court procedures, documents, legal terminology, methods of

manual and automated enforcement, and establishment.

  • Knowledge o TANF (Temporary Aid to Needy Families) and Foster Care

rules and regulations in relation to Child Support.

Requirements

Education and Experience:

  • An associate's Degree in social work, public administration, or a

related field is required.

  • Four (4) years of experience in the Legal field (Courts,

Probation, Paralegal, Child Support Enforcement) and/or Human

Services, Human Resources, Teaching, Training, Collections or other

positions that require legal/court knowledge is required.

  • An equivalent combination of education and work experience that satisfies

the job requirements may be sufficient.

Preferred Education And Experience

  • Extensive knowledge of the Child Support program
  • High-level experience using the Automated Child Support Enforcement System
  • Past experience training on Child Support procedures.

Supplemental Information

Pre-Employment Additional Requirements

Must successfully pass pre-employment testing which includes an acceptable

motor vehicle record (MVR) and background check.

Possession of a valid Class "R" Colorado Driver's License or the ability

to obtain one within two weeks of employment.

Post-Employment Requirements

Security clearance required: will require fingerprinting and a Colorado

Bureau of Investigation (CBI) background check.
