Transportation Planning and Design

Summary

Make an impact as a Transportation Planner 2 at DOWL!  You will help us shape the future of mobility and community development. In this role, you’ll support the creation of transportation system plans, long-range strategies, and multimodal studies that influence how people move and connect. You’ll contribute to research, data analysis, technical writing, public outreach, and stakeholder engagement, all while gaining hands-on experience and sharpening your planning skills.  Ideal candidates bring a strong work ethic, a desire to learn, and growing proficiency in land use planning, transportation policy, system evaluation, and public involvement. Software
  • Microsoft Office (Outlook, Word, Excel) - Developing
  • Market Sector Software (may include ArcGIS, TransCAD, Synchro, Vissim, Power BI, etc., dependent on position and other relevant skills and experience) - Developing
Technical Expertise
  • Solid understanding of technical fundamentals
  • Performs basic technical tasks within market sector with limited oversight
  • Performs quality control of basic deliverables

Project Delivery

Produces the following under limited direction/oversight from others:

  • Transportation system analyses
  • Sections of transportation planning reports
  • Parts of white papers
  • Meeting agendas and minutes
  • Public involvement and communication materials associated with transportation planning projects
Understanding Budget and Schedule

Moderate understanding of scopes, schedules, and budgets. With guidance, predicts the level of effort for individual tasks and successfully deliver tasks within that level of effort. Monitors results on moderately complex projects.

Industry Standards and Regulations

Understands and employs the following design codes, plan documents, and federal regulations:

  • Transportation and land use plans, policies, and programs
  • Transportation funding and program delivery mechanisms, plans, policies, and opportunities
  • Transportation system analyses
  • Transportation resiliency analyses
  • Population, economic, and demographic forecasts as they relate to transportation
  • Public and agency involvement plans and communication strategies
  • Transportation planning regulations, programs, and guidance documents
Client Interaction

Limited direct interaction, commonly in group settings. Responds to emails, attends meetings, and answers questions/comments with limited autonomy.

Other duties as assigned. 

Level of Work/Accountability

Performs moderately complex technical work on projects for the assigned market sector. Operates with limited autonomy - work is supervised and reviewed by more senior staff. 

Education and/or Experience
  • Bachelor's Degree in transportation planning, land use planning, civil engineering, communications, or associated field required
  • Years of experience required: 2 years
  • Years of experience required with advanced degree: 1 year 
Certificates, Licenses, Registrations
  • Must have a valid driver’s license and a good driving record
