Nature Of Work

This is a professional position requiring performance of a variety of technical assignments including, but not limited to: GIS editing, map requests, and database management; construction-related field testing and permitting; and general IT support for the Water Production Bureau and a wide variety of water and sewer projects.

ESSENTIAL FUNCTIONS (Specific assignments will include some or all of the following):

  • Edit water GIS data to reflect lead service line replacement projects from annual projects, homeowner improvements, and city repairs.
  • Edit water and sewer GIS data to reflect recent projects, incorporating as-built data.
  • Edit water and sewer GIS data to reflect private developments, field corrections, and data cleanup projects.
  • Prepare maps and data for internal projects, external contract developments, reporting, and internal/external data requests.
  • Monitor contractor performance for compliance by inspecting construction, observing contractor field tests, and collecting water samples.
  • Review and manage permits related to the water system, including data management and communicating with all stakeholders.
  • Develop, maintain, and improve GIS database architecture and tables.
  • Develop GIS web maps, apps, dashboards, and reports.
  • Maintain & support CMMS workflows, data integrity, and reporting for the water production bureau.
  • IT support for the water production bureau, including implementation and troubleshooting of hardware (tablets, laptops, cellular, printers, etc) and software (GIS, CMMS, etc).
  • Collect and verify field data using appropriate tools and hardware including GPS receivers, tablet computers, and measuring devices for water and sewer system construction and system monitoring/testing.
  • Perform research and utilize technology as aids in developing solutions to engineering problems.
  • Investigate complaints from community members, contractors and the general public.
  • Respond to and resolve or elevate service requests in accordance with City standards and parameters.
  • Perform and assist in archival records scanning and indexing, and researching plan/profile drawings, easement, agreements, and other documents.
  • Supervise or review work done by interns as needed.
  • Demonstrate consistent and methodical approaches to problem solving.
  • Perform other duties as assigned.

Minimum Requirements Of Work

Must possess an associate degree in Engineering, Geography, GIS, or a related field. Bachelor’s degree in Engineering, Geography, GIS, or similar field of study is preferred. Must possess two years of professional technical experience in engineering/GIS, preferably in a municipal or county environment, or any combination of training and experience that provides the following knowledge, abilities, and skills:

  • Must possess a valid driver’s license and safe driving record
  • Strong knowledge of GIS software, including ESRI ArcGIS Desktop and ArcGIS Pro and familiarity with ArcGIS Enterprise Portal and ArcGIS Online. Experience editing within an enterprise geodatabase and applicable QA/QC techniques.
  • Familiarity with AutoCAD, Microsoft Office, and Google suite of applications.
  • Ability to quickly learn proprietary software such as VUEWorks, Novotx Elements XS, and other internal tools.
  • Ability to read digital drawings, blueprints, specifications, safety manuals and rules, personnel rules, City code, and related documents.
  • Ability to prepare data summaries and reports using prescribed format and conforming to all rules of punctuation, grammar, diction, and style that are understandable to the audience to whom the written document is addressed.
  • Ability to recognize and report errors, inconsistencies, and other deficiencies in technical data.
  • Ability to adapt to new technologies.

Physical Requirements Of Work

Light work: exerting up to 30 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Environmental Conditions

The worker is subject to both inside and outside environmental conditions. There are no environmental hazards indicated for this classification.

Supervision

Work is performed under the general direction of the Capital Planning and Engineering Bureau Chief and Senior Project Manager. Assignments may vary from day to day depending on the season and work requirements. Assignments can be either verbal or written with the employee responsible for completing the work according to City work rules and safety regulations. Work is subject to review by a supervisor through ongoing observation, written and verbal communications, meetings and feedback from the supervisor and from other department employees. Guidance is provided through federal, state and City rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules, and OSHA. Work is evaluated at least annually for the safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with classification standard.

Public Contact

The employee has contact with other City employees and contractors on a regular basis. The employee may have periodic contact with the general public when in the field and will be required to answer questions and respond to concerns in a professional manner.
